Penick's Analysis: At this point the UFC isn't going to make that fight at a catchweight. Justino needs to make weight, and the belt will be on the line. That's just what the UFC and Rousey are going to insist upon, and they'll continue to point to Justino's previously failed steroid test as to why. Fair or not, right or not, that's the reality of the situation, so if Rousey-Cyborg is going to happen, Justino has to hit 135 lbs. at least twice. If she can do it once, she'll get the booking, and if she makes weight when they're booked with one another, the fighft will happen.
